The Paris prosecutor's office against justice!

As you may have heard, the dean of the judges of the financial center of Paris, Françoise Desset, ruled admissible action of the NGO Transparency International 3 cons African heads of state: Omar Bongo (Gabon), Denis Sassou Nguesso (Congo) and Teodoro Obiang Nguema (Equatorial Guinea). The complaint, filed in December 2008, accused of possessing a heritage in France, including real estate, incompatible with the resources of their respective countries.

It is indeed clear that these small dictators manage the economy of their country first according to their own interests and not according to the interests of their people, and we can only welcome that someone has finally found the courage to go for confrontation.

The Paris prosecutor's reaction to this decision by Judge Françoise Desset is staggering: it has to appeal the admissibility decision!

So I ask the question: the role of the Paris prosecutor's office is really to prevent justice from happening? To protect heads of state clearly corrupt? To perpetuate the principle of Françafrique, which is simply a form of looting of African countries?
